The movement of the productive forces of the countries has been the dialectic in which it has coexisted since its origin, the power struggle and its recognition is vital for these nations, therefore, it does not matter if any country can benefit at the same level In case of changing their agreements or regulations, in most cases this strategy is not carried out because it would lose power globally. Agreements on international aid and global cooperation are limited to creating benefits only for the dominant countries.

When considering the neoclassical trade, it is conceivable that governments seek to increase their utility, without considering the other governments within this decision, since the state power reflects its dominance in several aspects, one of them is the economic, being a crucial part and important international trade, the eternal struggle of powers reflected in every area (D. Krasner, 2013).
